RioT Dispatch #2: Six Steps. Most Teams Only Know Three

Jun 21, 2026

A medical device that saves lives is sitting in a warehouse somewhere. Not because the science failed. Not because the engineers cut corners. Because no one could answer three questions:

Who has the authority to say yes?

Who is going to pay for it?

How does it reliably get to the patient?

This isn’t a healthcare problem. It’s a regulated-industry problem. The same pattern appears in energy, transportation, and financial systems. Teams master the first half of innovation and underestimate the second.

Product gets you to possibility. Approval, Payment, and Delivery get you to scale.

The Six Steps – A Map, Not a Mystery.

After years of working across regulated industries, I’ve noticed the journey follows the same pattern. Different technologies. Different markets. Same six steps.

Phase 1 – Product (Focus In)

Step 1:  Idea
Committed to one idea from many possibilites.

Step 2:  Environment
The idea fully imagined.  What is it?  Where does it live?

Step 3:  Form
How does this idea, in that environment, take shape?

Step 4

Regulatory, legal or organizational clearance to enter the market. Who has the ‘yes’?

Step 5

A working reimbursement or revenue model.  Someone has to pay for it.

Step 6

The product reliably reaches the end user. Every time.

Most innovation teams are excellent at Steps 1–3. They are creative, technically skilled, and deeply committed to their product. Steps 4, 5 & 6 are where the journey ends for most of them.

The Gap Nobody Talks About

Early in my career, I assumed great technology or cutting edge science would naturally find its market. My experience taught me the opposite. I’ve watched strong innovations fail because nobody owned approval. Others secured approval but never solved payment. Some solved both and still couldn’t scale delivery. The technology wasn’t the problem.

Think about how innovation teams are built. Engineers. Scientists. Designers. Product managers. These are Steps 1–3 people — and they’re exceptional at their work.

Now think about who isn’t in the room. The regulatory strategist. The reimbursement expert. The distribution architect. The policy navigator.

In a consumer tech company, you can ship a product and iterate. The market tells you what works. In a regulated industry — healthcare, energy, transportation, financial systems — you don’t get that luxury. Approval isn’t a formality. Payment isn’t a detail. Delivery isn’t an afterthought.  The expectations of our regulated industries are only different, not unknown.

In regulated industries, three keys to unlock the market.

Master them, and your innovation scales.  Skip them, and your innovation sits in that warehouse

What This Means for Your Team

That means having the right experts at the table early – not as a compliance check at the end, but as strategic contributors from the beginning.  These six steps give your innovation team a shared language for the full journey, from idea to scale.

Do that and  Approval, Payment, and Delivery become competitive advantage.

RioT exists because of this reality. Breakthroughs happen every day. Real-world impact happens when Approval, Payment, and Delivery are designed as intentionally as the technology itself.

A question for you:

Which of the six steps is your team’s biggest obstacle right now — and why? Hit reply and tell me. I read every response, and I’m building future Dispatches around what I hear.
